Two apartments can have a similar rent, purchase price and size but very different annual running costs because of the cooling system. Some buildings use air-conditioning equipment connected mainly to the electricity bill, while others use district cooling or a separate cooling provider that sends an additional bill.
Marketing terms such as “chiller free” or “central cooling” do not always explain who pays the fixed charge, how consumption is measured, or whether charges continue during vacancy. The service agreement and actual bills should therefore be reviewed before buying or signing a tenancy.

What is district cooling?
District cooling produces chilled water at a central plant and distributes it to several buildings or an entire development. Each building then uses the chilled water through its own systems and meters. Dubai’s Regulation and Supervision Bureau regulates the sector and permits district cooling service providers, billing agents and qualifying single-building systems.
The cooling provider may also be the billing company, or a separate billing agent may issue the invoice. Confirm the licensed entity, account number and complaint process rather than relying only on the building name.
What usually appears on a cooling bill?
Fixed or capacity charges
A capacity charge is linked to the cooling capacity allocated or contracted for the unit. It can remain payable when consumption is low, which is why a charge may still appear during travel or vacancy.
Consumption charges
Consumption is based on the metered or approved measurement of cooling used. It can be affected by thermostat settings, window exposure, insulation, occupancy and the condition of equipment inside the unit.
Account, meter and deposit charges
The contract can also include registration, meter reading, billing or refundable deposit items. Providers do not necessarily use identical labels, so obtain the current tariff and service agreement for the exact property.
What does “chiller free” actually mean?
The term is used in several ways. It may mean that the landlord pays the cooling bill, that cooling is included in the rent, or that the tenant does not receive a separate consumption bill. It does not prove the cost has disappeared; the amount may be reflected in rent, service charges or the property price.

· Confirm in writing whether the landlord or tenant is responsible.
· Check for any usage cap or later reconciliation.

Request a meter reading at handover, confirm the previous account is cleared, and understand the deposit return process. If the unit is advertised as chiller free, describe exactly what is included in the written contract.
How to compare two buildings fairly
Compare units of similar size, orientation, glazing and occupancy. Add the electricity bill, cooling bill and any owner-paid service charges, then estimate a full year including summer and vacancy. A low bill in one mild month does not establish the annual cost.
· Unit orientation and the proportion of glazed façade.
· Insulation quality and window sealing.
· Whether capacity charges continue during vacancy.
· Control-system efficiency and maintenance history.
· The process for changing the account holder on sale or lease.
What should you do if a bill appears wrong?
Start with the service provider or billing agent. Submit the account number, bill, meter photographs and handover documents. If the issue remains unresolved after a genuine attempt to resolve it directly, the Regulation and Supervision Bureau provides a formal complaint route supported by evidence. Keep all complaint references and correspondence.
