Dubai Property Handover Pack: Keys, Access Cards, Warranties, Manuals and Meter Readings

A key handover is not a complete property handover. Buyers should receive and index every key, card and remote; photograph utility readings; collect warranties, manuals, approvals and contacts; reconcile unresolved defects; and record missing items with an owner and deadline before the handover meeting ends.

Create the pack index before the meeting

Prepare a numbered index with sections for access, utilities, warranties, manuals, approvals, defect closeout, contacts and financial or management records. Add columns for expected, received, condition, expiry, digital location and responsible party.

Send the index before handover so the seller, developer or manager can prepare evidence. A missing document identified in advance is easier to resolve than one discovered after keys change hands.

Count and test every access device

List main-door keys, internal keys, mailbox keys, access cards, parking tags, gate remotes, lift permissions, smart-lock credentials and any service or roof-access controls that belong with the unit.

Test devices rather than counting them on a table. Record serial or card numbers where appropriate and agree how lost credentials will be cancelled. Change owner-controlled codes after lawful possession.

Photograph meters and transfer utilities

Record electricity, water, gas where applicable, district-cooling or sub-meter readings at a stated time. Photograph the meter number and reading together where practical, and reconcile the account holder and cut-off or move-in process.

DEWA provides move-in and move-to services, but the property may also involve separate cooling, gas or building-managed utilities. List every provider and account instead of assuming one transfer covers all services.

Collect warranties, manuals and commissioning records

Gather building or developer warranties, appliance warranties, service contracts, commissioning sheets, equipment model numbers and maintenance manuals. Confirm the start date, expiry, coverage, exclusions and claim contact for each item.

For resale property, ask for renovation warranties, contractor details and approvals. A warranty has limited value if the named owner, serial number or maintenance condition cannot be proven.

Close snagging and outstanding work transparently

Attach the latest snag list and mark each item closed, accepted, rejected or pending. For pending works, record scope, access requirement, responsible contractor, target date and whether money, retention or other protection has been legally documented.

Photograph the final condition. Avoid signing an unconditional handover acknowledgment if material items remain disputed without obtaining advice on the effect of the wording.

Add operational contacts and common-property information

Include building management, emergency, security, maintenance, developer, owners-association manager and utility contacts. Collect community rules, move procedures, waste arrangements, parking rules and approved service-charge information where relevant.

Store one secure digital copy and one controlled physical set. Sensitive access codes and identity documents should not be placed in a widely shared folder.

Sign an exceptions schedule

At the end of the meeting, both sides should know what was delivered and what remains outstanding. Create an exceptions schedule with item, owner, deadline, delivery method and escalation route.

The objective is a clean operational transition, not paperwork for its own sake. A complete pack reduces disputes and gives the new owner a usable maintenance history from day one.

Frequently Asked Questions

Is a snag list the same as a handover pack?

No. Snagging records physical defects. A handover pack also covers access, utilities, warranties, manuals, approvals, contacts and outstanding obligations.

Should meter readings be photographed?

Yes, where lawful and practical. Capture the meter identifier and reading at the agreed handover time and keep the evidence with the utility transfer record.

What if a warranty document is missing?

Record it as an exception with a responsible party and deadline. Verify whether the warranty exists, is transferable and requires maintenance evidence.
