Commercial Power Load and Utility Capacity Before Buying or Leasing Dubai Premises

A commercial unit can be legally suitable yet operationally unusable if its electrical or utility capacity cannot support the business. This guide gives buyers and tenants a load-to-approval test before committing.

 | This article is a practical decision framework, not legal, financial, accounting or engineering advice. Use qualified advisers and current official records for the specific property and transaction.

Create an equipment schedule before discussing capacity

List every planned load: lighting, sockets, servers, kitchen equipment, medical devices, refrigeration, workshop machinery, signage, water heaters, pumps, ventilation and supplemental cooling. State quantity, rated power, diversity, phase, start-up demand and operating hours.

Do not use a rough watts-per-square-foot assumption as the final answer. A small restaurant, clinic or data-intensive office can require more capacity than a larger conventional office.

Verify approved connected load and the unit distribution

Request approved drawings, load schedules, single-line diagrams, meter and panel details, completion or fit-out records and the building’s current allocation to the unit. Confirm whether the quoted capacity is connected, approved, available or merely proposed.

Inspect the main distribution board, breakers, cable sizes, phase balance, earthing and space for additional circuits through a qualified electrical professional. Do not energise or test systems without permission and safe procedures.

Separate spare capacity in the unit from spare capacity in the building

An empty breaker position does not prove that the building transformer, riser, landlord panel or DEWA connection can support an increase. Ask the landlord or management for written confirmation of available upstream capacity and the approval process.

DEWA’s connection-cost framework is based on approved total connected load, and fit-out connections follow defined service processes. The project-specific design and approval path must be confirmed before the transaction.

Check cooling, water, drainage, gas and exhaust together

Electrical capacity is only one constraint. Review chilled-water or AC capacity, fresh air, kitchen or process exhaust, gas, water pressure, drainage points, grease management, data/telecoms and backup power.

A unit may have adequate electrical load but no permitted exhaust route, insufficient cooling, limited drainage or no acceptable place for plant. Coordinate all utilities against the intended use.

Price the upgrade path and programme risk

Identify design consultant, landlord NOC, building management review, utility application, authority approvals, contractor appointment, connection charges, deposits, shutdown windows and testing. Obtain written quotations and realistic programme ranges.

Separate what is guaranteed from what is subject to approval. A seller or landlord statement that an upgrade is 'possible' should not be treated as delivered capacity.

Make capacity a condition of the property decision

Set a minimum verified capacity and utility configuration for the intended use. If the business cannot operate without an upgrade, make approval, cost and completion evidence a condition precedent or price/rent issue.

Keep an approved final drawing, test certificates, meter details, panel schedule and handover file. These records support operation, maintenance, insurance and future transfer.

Action Checklist

·       ☐ Prepare a detailed equipment and operating schedule.

·       ☐ Obtain approved load and electrical drawings.

·       ☐ Inspect panels and distribution through a qualified professional.

·       ☐ Confirm upstream building and utility capacity.

·       ☐ Coordinate cooling, water, drainage, gas, exhaust and telecoms.

·       ☐ Map approvals, cost and programme dependencies.

·       ☐ Treat proposed capacity differently from delivered capacity.

·       ☐ Make essential capacity a written transaction condition.

Frequently Asked Questions

Is the breaker rating the same as approved connected load?

No. A breaker is one component. Verify the approved design, meter, upstream capacity and utility/building allocation.

Can a landlord guarantee that more power will be approved?

The landlord can describe its process and capacity evidence, but utility and authority approvals must be confirmed through the applicable formal route.

Should a buyer obtain a DEWA cost estimate before purchase?

Where an upgrade is essential, a project-specific estimate and approval review can materially improve the decision. The final cost depends on the approved requirements.
