A shop for sale in Dubai can be a ground-floor unit under a residential tower, a retail unit in a podium or community centre, a showroom on a main road, or occasionally a unit in a mall. Each is bought through the same Dubai Land Department (DLD) transfer as an apartment, but the numbers and the paperwork differ: a shop carries 5% VAT on the price, it has to suit the activity of whoever will trade from it, and many shops are sold with a tenant already inside. Below are the questions in the order a buyer meets them.
What kinds of shops are for sale in Dubai?
Most shops on the market fall into four groups: retail units at the base of residential or mixed-use towers, units in community retail centres, showrooms with road frontage, and a smaller number of units inside malls.
Mall units are a different case. Many malls are held by one owner and only leased to retailers, so a "mall shop for sale" is less common than the search volume suggests. When you do see one, ask for the title deed first and confirm that the unit is registered as its own property and not as a lease.
You are usually buying a strata unit: one shop with its own title deed and a share of the service charge. Our buyer's guide to commercial real estate for sale in Dubai covers offices, warehouses and whole buildings as well.
Can foreigners buy a shop in Dubai, and on what title?
Yes. Non-UAE nationals can buy shops in the areas designated for foreign ownership. Regulation No. 3 of 2006, issued under Law No. 7 of 2006 on real property registration, lists the plots where non-UAE nationals may hold freehold ownership without a time limit, or usufruct and leasehold rights of up to 99 years, and later resolutions have added more land.
What matters for a specific listing is the title of that unit. Ask the seller for the title deed, or the Oqood record if it is still off-plan, and confirm it is freehold before you compare it with other shops. A leasehold or usufruct right is a different asset and should be priced as one.
Where are shops for sale in Dubai found?
Shops for sale cluster where people live and work in numbers. Business Bay has retail at the base of office and residential towers, while communities such as JVC, JVT, Al Jaddaf, Motor City, Majan and Arjan have ground-floor shops in mixed-use buildings that serve the residents around them.
The location sets the tenant pool. A shop under a busy residential building lives on daily needs; a showroom on a main road depends on visibility and parking. Before you shortlist, check that the building allows the kind of activity you expect to see in the unit.
Should you buy a vacant shop or one with a tenant?
Buy vacant if you will trade from the shop yourself; buy tenanted if you want rental income from the day of transfer.
• Vacant: check whether it is shell and core or fitted, and what a fit-out for your activity will need in power, ventilation and drainage.
• Tenanted: read the lease, its Ejari registration, the rent, the expiry date and who holds the security deposit. Under Article 28 of Law No. 26 of 2007, a transfer of ownership does not affect a tenant's right to stay under a fixed-term lease signed with the previous owner, so you inherit the lease as it stands.
Our checklist on buying a retail shop in Dubai goes through power, exhaust, frontage, loading and the lease in detail.
How do you judge the asking price of a shop?
Compare the asking price with registered sales of similar shops in the same building or community, not with other adverts. DLD publishes transaction records through its own channels, including the Dubai REST app and DXB Interact, and those records show what buyers actually paid.
We do not quote a price per square foot or a yield here, because no official source publishes a current figure for shops that we could verify (no data). For a tenanted shop, work from the net rent after service charges and vacancy, and test whether that income justifies the price. A listing described as a "distress deal" needs the same comparison; see what a distress deal really means in Dubai.
What does it cost to buy a shop in Dubai?
The official costs are the DLD transfer fee, the trustee centre fee, small administrative fees and, because a shop is commercial property, 5% VAT on the price. DLD lists the transfer fee as 2% of the sale value from the seller and 2% from the buyer; in practice the sale agreement often moves the full 4% to the buyer, so read that clause before you sign.
| Cost item | Amount | Source |
|---|---|---|
| DLD transfer fee | 2% of the sale value (seller) + 2% (buyer) | DLD, Property Sale Registration |
| Trustee centre fee | AED 4,000 + VAT if the price is AED 500,000 or more; AED 2,000 + VAT below that | DLD, Property Sale Registration |
| Title deed issuance | AED 250 | DLD, Property Sale Registration |
| Knowledge and innovation fees | AED 10 each | DLD, Property Sale Registration |
| Mortgage registration (if financed) | 0.25% of the mortgage value | DLD, sale with initial mortgage |
| VAT on the price | 5% on commercial property | UAE Ministry of Finance |
| Brokerage commission | Set in the brokerage agreement; no official fixed rate (no data) | Broker agreement |
How does VAT apply when you buy a shop?
VAT adds 5% to the price of a shop, and that is the main cost difference from buying an apartment. The UAE Ministry of Finance states that supplies of commercial property, including sales and leases, are taxable at the standard rate of 5%, while residential supplies are generally exempt.
Ask whether the price is quoted plus VAT. If a VAT-registered business will buy or use the shop, ask your tax adviser whether the input VAT can be recovered. Our guide on how VAT applies to commercial property in Dubai explains the treatment of sales and leases.
Can you get a mortgage on a shop in Dubai?
Yes, some UAE banks lend against shops and other commercial units, but each bank sets its own terms and they differ from residential mortgages. We found no official published loan-to-value limit for commercial property, so treat any percentage you are quoted as one bank's offer, not a rule (no data).
The official cost is fixed: DLD charges 0.25% of the mortgage value to register the mortgage. If the seller still has a loan on the shop, the sale agreement should set out how and when the bank releases it.
What are the steps from offer to title deed?
The route is offer, sale agreement, developer no-objection certificate, transfer at a trustee centre and a new title deed in your name:
• Agree the price, the VAT position and who pays each fee, then sign the sale agreement.
• The seller obtains the developer's no-objection e-certificate (e-NOC) through the Dubai REST app, which DLD requires for sales in freehold areas.
• Buyer and seller attend a Real Estate Registration Trustee centre, or use the digital channel, with Emirates IDs or, for non-resident foreigners, valid passports.
• The fees are paid, the sale is registered and DLD issues an electronic title deed in the buyer's name.
What should you check before you pay a deposit?
Check the listing, the seller and the unit before any money moves. The advert should carry a DLD advertising permit, the broker should be registered, and the title deed or Oqood should match the seller's identity.
• Ask whether the shop is mortgaged or under any restriction.
• Ask for the latest service charge statement and confirm there are no arrears.
• Confirm the permitted use of the unit fits the activity that will trade there.
• Pay deposits by traceable transfer, never to a personal account.
An investor should also look at tax: our guide on whether rental income and sale gains are subject to UAE corporate tax for individuals covers the rules for owners who hold property in their own name.

Frequently asked questions
Can I buy an off-plan shop in Dubai?
Yes. Developers sell shops in new mixed-use projects off-plan. Under Law No. 8 of 2007, payments for off-plan units go into an escrow account opened for that project, and the sale is registered with DLD as an Oqood record. Pay only into the project's escrow account.
Does a new owner have to keep the existing tenant?
Yes, while the lease runs. Article 28 of Law No. 26 of 2007 says a change of ownership does not affect a tenant's right to stay under a fixed-term lease signed with the previous owner.
Do I need a trade licence to buy a shop?
No. DLD's sale registration asks for identity documents, not a trade licence, so an individual can buy a shop as an investor. A licence for the activity is needed by whoever trades from the unit.
Is the 4% transfer fee always paid by the buyer?
No. DLD lists 2% for the seller and 2% for the buyer. The sale agreement can move the whole amount to one side, which is common, so the split is a point to negotiate.
How long does the transfer take at a trustee centre?
DLD lists a service time of 20 minutes for the registration itself, once all documents are complete and the fees are ready.
